if we get married in hawaii does wife have to return home or will the army pay for her and the kids to stay until i obtain housing

as soon as you get married apply for housing and no they will not pay for anyone to wait for housing or send them back to the states, but you will start to get Housing with dependents, so start saving…Where is she living now? You should just move in with her until your get your house on post.

the wife and kids will be kidnapped, stuffed in crates and put on a shipping boat back to the states.

all expenses incurred will be out of pocket. and if they do not receive command sponsorship you will not be eligible for on base housing. nor will any expenses incurred getting their things to HI be paid for. as an acquired dependent nothing is reimbursed when she moves out there.
